Dr. Clement Tabe CEO/Founder of ACT Global Health Corporation is a frontline believer state-of-the arts health care delivery. He has over 18 years’ experience in the healthcare industry with significant emphasis in Promoting the Quality of Medicine, Clinical Laboratory Medicine, Public Health (Infectious Disease Prevention and Control, Community Health, Global Health) , Health care investment Management, Health Care Policy and Regulations, Biomedical Engineering, Development Sponsorships Initiatives, Dynamic Leadership and Innovations. DR Tabe has successfully build a team of expats with varied background who are committed in delivering the objectives of this organization.
Clement Tabe hold an MD from Medical University of LODZ Poland, MPH degree from Walden University MN. And a BS from Austin Peay State University TN. Dr. Tabe is also a Veteran of the US Military with outstanding background serving across the world.
Rachid Messaadi
Rachid Messaadi is a senior Biomedical/Clinical Engineer with over 25 years of experience working with various medical devices. These include anesthesia machines, surgical updates, new technologies, sterilizers, endoscopy devices, ultrasound machines, respiratory tools, and other life support devices. At ACT Global Health Corporation, he has committed to serve all customers in a timely manner.

Walter Reed National Military Medical Center
Dr. Elangwe is currently serving as the Quality Manager at the Simulation Center at Walter Reed National Military Medical center. As part of the education staff, he serves as technical advisor to management on principles and techniques of quality management. He is responsible for the development, effective implementation, compliance, and sustainment of various programs in the department as influenced by the hospital apparatus supporting graduate medical education. He reports to department leaders on issues regarding effective simulation training, identifies trends and opportunities for improvement, and plans and leads various sessions and forums to identify and solve problems with the internal and external customers. He also assists in educating residents, medical and high school students in various medical and simulation related training.
He is currently a member of the Quality Council at Walter Reed National Military Medical Center, Bethesda, where he represents the Department of Simulation during council sessions. The continuous improvement of hospital care practices through training, data-tracking, accreditation, and other lessons learned from various staff members are some of the critical aspects focused on by the Quality Council.
He is also a member of the National Capital Region Simulation Consortium (NCRSC), consisting of four main hospital simulation centers: Walter Reed National Military Medical Center Department of Simulation, Val G. Hemming Simulation Center, Fort Belvoir Community Hospital Simulation Center, and Malcolm Grow Medical Clinic and Surgery Center Simulation Center.
He participates in the monthly consortium meeting, where decisions on strategic goals and events that impact the consortium are tackled. As a member, he also served as the main coordinator together with the Director of the Department of Simulation to coordinate all efforts (including compiling the application package and arrangement of site visits by the Simulation Accreditation Review Team (SART)) in the successful accomplishment of being awarded the Accreditation of the Consortium by the Society of Simulation in Health (SSH).
As a contractor under the Department of Homeland Security, he served as a Lieutenant. He trained, mentored, coached, supervised, and led a staff of security officers providing security details to the United States coast guard headquarters facility. He also worked as a Contracting Coordinator at the US Department of the Interior under a contracting company.
He obtained his bachelor’s degree in Biology from the University of the District of Columbia and his Doctor of Medicine Degree from the Medical University of Lodz, Poland. After completing all the United States Medical Licensure Examinations, he was awarded the Education Commission for Foreign Medical Graduate (ECFMG) Certification. He has also completed a Physician Preceptorship program at John Hopkins Bayview Medical Center, Baltimore. Additionally, he is currently a member of the lroko Development Foundation Inc. and Buea Ex-Students Association, USA Chapter.
